Hi Tamara
I have been trying to think of a catchy title for your speech and what I
come up with is catchy but maybe not informative enough:
       Canada's Foreign Policy--Talks or Tanks?

I am thinking of you as you study hard for your final PH D  exam next
week.  All the best.
